        throws ConfigurationException

Creates a toolbar of controls

Parameters:

toolbarConfiguration - The configuration for the layout

ribbonManager - The ribbon manager

logger - The logger

Throws:

ConfigurationException - if an error occurred

Creates an empty toolbar of controls

Parameters:

logger - The logger

colspan - The toolbar colspan
